Rules for keeping cats in Russia
There is no such thing as “cat law” in modern legal practice. But, despite this, the content of animals is still regulated by a number of legal acts.
Buying a kitten in a cattery
It is known that when buying a pet from a breeder, it is necessary to draw up a contract of sale. It serves as a guarantee of security for both the seller and the buyer. The first will be sure of the seriousness of the intentions of the future owner, and the second – of the breeder’s good faith and the health of the kitten.
It is interesting that, according to the legislation of the Russian Federation, all pets in this case are property. Paradoxically, from this point of view, it does not matter whether you buy a refrigerator or a kitten. And regulates the sale and purchase mainly Civil Code. What to pay attention to?
- If after the purchase it suddenly turns out that the kitten is unwell (for example, it has a genetic disease), the buyer can return the animal to the seller. To do this, you need to take a certificate of the state of health of the cat from the state veterinary hospital.
Conscientious breeders often take such a certificate and provide it on the day of purchase or offer to inspect the kitten with the buyer.
- The breeder does not have the right to demand mating of a cat or cat bought from him with a certain animal (for example, only from his cattery). Such conditions, prescribed in the contract of sale, are a violation of the law.
- However, the ban on the use of a pet cat in breeding is legal.
Animal abuse
In the Criminal Code of the Russian Federation, in particular in Article 245, cruelty to animals and punishment for it are prescribed. So, according to the Criminal Code, for actions that led to the death or injury of a cat, a fine in the amount of 80 rubles, or in the amount of wages for up to 000 months, or correctional labor for up to 6 year, or arrest for up to 1 months is provided. .
In addition, the Civil Code of the Russian Federation also provides for punishment for the rough treatment of animals – this is indicated in Article 241. If the owner of the pet treats him improperly, the animal can be redeemed, including by court order. And articles 230–232 of the Civil Code of the Russian Federation protect the rights of stray animals.
Keeping pets
According to Russian laws, the owner is allowed to keep any number of cats in the apartment. The main thing is to ensure proper pet care and the comfort of neighbors, including cleanliness and silence. Otherwise, they have the right to sue the negligent owner, armed with municipal rules for keeping animals.
It is important to note: if a cat scratches or bites a stranger, you must provide a certificate stating that the pet has been vaccinated against rabies. According to Russian law, all pets must be vaccinated against this disease without fail.
Burial place
One of the most frequently violated is the provision on the burial of the body of an animal. In no case should a cat be buried after death – this is prescribed in the veterinary and sanitary rules. Otherwise, the owner faces a fine of up to 5000 rubles.
Animal corpses are classified as biological waste, they are disposed of by veterinary institutions by cremation. Unfortunately, quite often in small towns hospitals simply do not provide such a service.
At the moment, while the “law on cats” in Russia has not been officially approved, the content of a pet is not clearly spelled out in the legislation. Often, acts are adopted at the regional level, but even they most often deal with stray animals, rules for walking dogs and vaccinations.
